I guess the Spare wheel cover is part of the deal if the wheels are NOT alloy. You need to buy them only for the alloy spare wheels. Take Yokohama A Drive. Decibel series may be super silent and grippy but is a tad too soft and prone to punctures.
I am using Yoko C drives, great grip (wet & dry), reduced noise, better braking performance, zero punctures (almost 10k used).
