Delhi Wants to Ban Petrol Two Wheelers Starting Next Year: Only EVs Will Be Registered, Says New Policy

The government of Delhi, in order to make a full transition from ICE vehicles to electric vehicles, has announced a bold new EV policy. Under this new policy, the government has stated that from August 2026, no new petrol, diesel, or CNG two-wheelers will be registered in Delhi. Additionally, all ICE and CNG three-wheelers will also be phased out by August 2025. The government has added that all of these vehicles should be replaced with EVs so that pollution levels can come down.
As per the Delhi government, this new policy aims to fully transition the two-wheeler segment to electric within the next three years. It has also announced that, in order to make EVs more affordable, it will be offering purchase incentives. Additionally, stricter regulations and enforcement mechanisms will be introduced to ensure compliance.
Apart from the support for buying electric two-wheelers, the government will also help in the installation of more than 13,200 charging stations across Delhi. There will be mandatory installation of charging stations in new buildings and public spaces. Also, fast-charging corridors will be developed on major roads like Ring Road and Outer Ring Road. Lastly, private and semi-public charging stations will also qualify for capital subsidies.
In addition to the ban on the registration of ICE two-wheelers, the government of Delhi has announced that no new fossil fuel-powered three-wheelers will be registered in Delhi from August 2025. Apart from this, the existing CNG auto permits will also not be renewed and will be converted into e-auto permits.
On top of these rules, it has been highlighted that CNG auto-rickshaws older than 10 years will have to be either replaced with electric autos or retrofitted with electric powertrains. It has also been announced that all municipal garbage collection vehicles, including the ones used by MCD, DJB, and other civic bodies, will become electric by 2027.
Light Commercial Vehicles (LCVs) will also be phased out in favor of electric LCVs. Additionally, the Delhi government has added that the public transport system will also be overhauled. It has stated that the electric bus fleet of Delhi will be increased to 3,000 buses by the end of this year. Also, it has been announced that all government vehicles must be electric.
Overall, the newly formed BJP government in Delhi is aiming for 95 percent of all new vehicle registrations in Delhi to be electric by 2027. Also, the target for 2030 is to reach 98 percent EV adoption. For those who may not remember, the target for 2024 was to reach 25 percent EV registrations. However, in reality, only 13-14 percent of registrations were of electric vehicles.
As mentioned, the government will be providing incentives to purchase new EVs. Now, in order to fund these incentives, the government of Delhi will create a State EV Fund. It will be sourced through green levies, pollution cess, and aggregator license fees. Additionally, the government will also focus on encouraging people to scrap old vehicles or retrofit them with electric powertrains.
It has also been announced that the government will create a new organization that will monitor the execution of the new policy. It will be called the Delhi Clean Mobility Centre (DCMC). The Delhi government will also introduce stricter compliance and regulatory measures to ensure the smooth enforcement of the new EV policy.
